Definitely not. The sizing is way off. Unless you like an extremely tight waistband, you generally will have to size UP one notch.

What size for 33 waist?

Medium or large. Large probably better.

What size should I get for a 36-in waist?

I wear a 36 and I would go with medium. Some people suggest sizing down for a more contoured look, but it's up to personal preference.

Do these help with chafing?

They absolutely do. No chafing whatsoever. Most comfortable underwear I have ever owned.
